Proposed BID Services

The following are services that the LV Arts District BID may provide during its proposed
initial ten-year term. The services proposed to be provided annually will be determined by
the BID Board of Directors and will be based on feedback from the community and the
determination of need as the district evolves. Services not reflected in this plan will require
City Council approval and public hearing input before any BID investment is made.

 Investments to Ensure a Safe Environment

A safer neighborhood is a significant priority for Arts District stakeholders, and will be achieved with a
comprehensive strategy that emphasizes zero tolerance for crime and a proactive crime prevention approach.
The LV Arts District BID will invest resources to ensure a safer neighborhood for all.
This may include, but is not necessarily limited to:

  • Enforcement Detail: Security patrols, security ambassadors, private security services and/or employing off-duty Metropolitan Police Department (Metro) officers to patrol the entire district. Their focus will be on proactive and preventative security measures, engaging with businesses and residents in the district, engaging with visitors and helping to ensure a safe environment in every corner of the district on a day-to-day basis.  These individuals will not be armed, but they will be trained in crime prevention and de-escalation of non-emergency situations, and they will offer a constant safety presence in the community. They will be in regular communication with Metro and the Las Vegas Marshals (Marshals), supporting their efforts in collaborative ways and engaging them when a police presence is warranted. They will also collect data on crime activity in the district including details such as where frequent and persistent issues are occurring, and work with Metro and the Marshals to create targeted solutions to these issues.

  • Strategies to work with the City of Las Vegas, homeless service providers, Metro and the Marshals to address concerns in the district with the unhoused. This will include efforts to engage with individuals, get them to services and ensure any encampment areas are cleaned once individuals are relocated.

  • Targeted efforts in partnership with the City of Las Vegas to addressing vacant lots and abandoned properties which create safety and health issues in the district.

  • Incident Reporting: A district hotline (call and text) will be established to address immediate non-emergency violations. The incident report log will be available for community contribution to help better direct safety interventions.

  • Making safety escorts available for residents, business owners, employees and visitors to ensure they feel comfortable moving through the district.

  • Investments in security cameras to help in addressing criminal activity.

  • Investments in lighting enhancements throughout the district, where needed;

  • Investments to improve the public realm to address security issues utilizing the Crime Prevention Through Environmental Design (CPTED) principles.

  • Ongoing coordination and partnership with all public safety teams, including Metro, Marshals, the Fire Department, social service agencies, and other safety service providers working in the district.

Enhanced Cleaning and Maintenance Services

The LV Arts District BID will invest in a clean and better maintained district, providing services that go above and beyond investments currently being made by the City of Las Vegas. Coordination will occur with the City to ensure existing City services continue at the existing levels and that augmented services provided by the District are complimentary. Enhanced cleaning and maintenance may include, but will not necessarily be limited to:

  • Regular trash cleanup from streets, sidewalks, alleys and public areas including bulk item removal (e.g. mattresses left in alleys, etc.)

  • Pressure washing of sidewalks, alleys and public areas

  • Street furniture cleaning (e.g. benches, bike racks, trash cans, etc.)

  • Increased trash can emptying, an increase in trash can receptacles, and exploration of the addition of recycling receptacles

  • Weed removal

  • Ongoing graffiti abatement, including special projects to work with property owners to ensure murals are maintained if vandalized

  • Special cleaning projects as needed and as identified important by BID stakeholders

This BID-funded cleaning and maintenance team will work in direct coordination with the City of Las Vegas and will be supplemental to the limited services the City currently provides in the district.

Placemaking and Public Realm

The LV Arts District BID will invest in beautifying the district and creating a compelling visitor experience, integrating culture and creativity into the environment, delivering appropriate enhancements to the public realm, adding pedestrian amenities and activating the area. Projects may include, but will not necessarily be limited to:

  • Advocating to the City of Las Vegas for funding and prioritization of larger-scale infrastructure needs and investments to ensure the district is safe, accessible and connected. This includes but is not limited to improving the aesthetics and functionality of the Art District’s public realm, sidewalks, streets and pedestrian areas and ensuring visitors can safely navigate the district.

  • Developing and installing Arts District-branded gateway signs as well as wayfinding/directional signage.

  • Developing and installing business-specific signage, urban maps and/or digital maps that build on the Arts District brand and provide opportunities to specifically direct people to – and market –  businesses in the Arts District.

  • Greening the Arts District, including adding trees, landscaping and flowers as appropriate (including in planters throughout the Arts District). This includes ensuring that all plantings are consistently watered and maintained.

  • Addition of greenspace – space for families, dogs to ensure it is friendly for residents, families

  • Establishing design guidelines

  • Exploring the addition of public bathrooms.

  • Working with property owners to care for murals and adding more murals and public art in partnership with property owners and the City of Las Vegas.

  • Adding banners on light poles and creating a continuous rotation of banners to promote Arts District amenities and events.

  • Investing in unique holiday décor and/or lighting and planting schemes.

Business Support and Economic Development

The BID will take a leadership role in supporting and promoting businesses in the district with a focus on increasing consumer spend and linger time, and supporting economic opportunity for commercial and creative interests in the Las Vegas Arts District. This work will be conducted in partnership with – and will augment the work of – the City of Las Vegas. Investments by the BID may include, but will not necessarily be limited to:

  • Direct outreach to businesses and commercial property owners to identify issues, concerns and needs to support their success and growth.

  • Creating and maintaining a database of available business spaces throughout the BID area.

  • Developing approaches to address storefront and building vacancies through a variety of approaches, including direct work with property owners to activate vacant space, bringing together potential entrepreneurs with available space opportunities and developing pop-up programs.

  • Exploring the creation of programs to support small businesses, creatives and entrepreneurs to locate - and succeed – in the Arts District. This may include ideas such as targeted revolving loan or grant programs.

  • Creating printed and digital maps to assist visitors in navigating the district and finding businesses and business details.

  • Developing strategies to tap into local residents to encourage more spend, including exploration of ideas like discount cards.

  • Track business and development data and produce quarterly and annual reports.

  • Comprehensive parking strategy - Work with the City of Las Vegas to ensure parking strategies are conducive to supporting business needs and increasing consumer spend. This may include looking at dynamic pricing, cohesive parking signage, parking validation programs or a collective valet program for the district.

  • Establishing micro-transportation opportunities to move people around the district easily and affordably and/or connect people to other adjacent destinations (e.g. Symphony Park, Fremont Street).

Marketing and Activation

Funds from the LV Arts District BID will support the overall identity and vibrancy of the area through marketing, advertising, promotion and activation. Investments to market and activate the district may include, but will not necessarily be limited to:

  • The establishment of a cohesive Las Vegas Arts District identity.\

  • Investments in a strategic marketing strategy for the entire district, and the implementation of it, to broadcast the unique offer of the Las Vegas Arts District to locals, visitors and tourists.

  • The development of Arts District communications tools including a website, newsletter, social media channels and other tools as needed and desired.

  • The development of unique activations and programming that drive foot traffic to, and consumer spend in, the district while strengthening the creative and cultural vibrancy of the district.

Performance Metrics and Accountability

All BID objectives will be defined by measurable success metrics and results, not simply activities. Data will be tracked on a daily, weekly and monthly basis against established goals to improve enhance and elevate the district in every way. Metrics to be tracked will include but not be limited to:

  • Safety Metrics: Qualitative and quantitative crime statistic data

  • Cleanliness Metrics: Volume of litter/trash on sidewalks and streets

  • Marketing Reach Metrics

  • Foot-Traffic, Visitorship and Spend Metrics

Administration

The LV Arts District BID will be professionally managed and the budget will include resources for staffing as well as professional legal and accounting support to ensure BID dollars are strategically spent and thoroughly accounted for. Additionally, funding for planning activities – both within the BID and in partnership with the City of Las Vegas – will be part of the budget. Administrative funding may include but will not necessarily be limited to:

  • A full-time executive director for the LV Arts District BID who will oversee delivery of all services, manage contracts, support the BIDs Board of Directors, ensure stakeholder collaboration and representation and serve as a primary point of contact for all Las Vegas Arts District stakeholders. The executive director will also serve as an advocate for the Las Vegas Arts District, coordinating with the City on matters of planning, zoning, construction management and other critical issues as needed.

  • A support staff member/administrative assistant who can assist the executive director as needed.

  • Additional staff as needed to deliver on the work plan. The Board and Executive Director will work together to determine whether services such as marketing are administered via a full-time staff member or with a professional firm via contract.

  • Legal, accounting and other professional services support as needed.

  • Monthly and annual financial and program delivery reporting to ensure transparency in BID operations and expenditures.

  • Funding for ongoing planning activities as needed, to include annual work/strategic planning for the BID organization, master planning activities with the city, or other.
