In the fall of 2022, the city of Las Vegas initiated an Arts District
study with a goal of exploring and understanding the city’s role in
the evolution of the Arts District. A number of
recommendations were presented to City Council in September 2023.
Since then, the city has been supporting the implementation of the plan.

One of the recommendations that emerged - following discussions with
many property owners and businesses in the Arts District - was the desire
to explore a Business Improvement District (BID). Since that time, Arts
District stakeholders have been working with the city to discuss a possible
BID, exploring best practices and creating a proposed model that could
support the Las Vegas Arts District.

How are BIDs formed?
BIDs are formed via Chapter 271 of the Nevada Revised Statutes (known as Neighborhood Improvement Projects). Formation requires:

• Petition support from property owners representing more than 50% of the basis used for assessment. For the LV Arts District BID, an assessment method based upon the assessed value of property is proposed, and as such petition signatures must be obtained from property owners who collectively own properties that comprise at least 50% of the total assessed value of the district.

• Once the petition thresholds have been met, the petitions are submitted to the City of Las Vegas. City Council must review the proposed plan and hold a public hearing on the BID formation.

• The BID is formed by an ordinance of the City Council.
